(1) After giving the details as per sub-section (3) of section 3 to the press registrar, the manager should fill the posts of working journalists required for the communication establishment by following the prescribed procedure and selecting them through an open competition.
(2) According to sub-section (1), the manager shall give the appointment letter to the person selected through the open competition within the specified period.
